Layout events

This is primarily needed for logic which tracks visual lines intelligently, like ScreenLines in Lapce.

This is currently limited to only a CreatedLayout event, as changed to the cache rev would capture the idea of all the layouts being cleared. In the future it could be expanded to more events, especially if cache rev gets more specific than clearing everything.
